Leaflet ILEILE - Local Initiatives for the Environment in the Mediterranean - introduces a Euro-Mediterranean cooperation initiative to support sustainable development and local democracy. It uses an intercultural approach involving partners from France, Greece, Italy, Lebanon and Tunisia to linking training to grass-roots action in conjunction with local authorities to:

  • boost the involvement and capacities of Mediterranean civil society in the field of sustainable development and local democracy;
  • give greater recognition to the role civil society plays in environmental policies implemented in Mediterranean regions.


The challenge 

The Project «Local Initiatives for the Environment in the Mediterranean » aims to promoting the actions of NGO for the environment in the Mediterranean as well as the governance of local policies in the field of environment in the Mediterranean area. This promotion is achieved by boosting the capacities of NGO and their members, both volunteers and professionals, in the field of environment and improving the cooperation process between environmental NGO and local communities on the implementation of environmental policies.

Who are the targets of the ILE project?

  • The members, both volunteers and professionals, of the Mediterranean organisations in the called upon civil society.
  • Youth involved in the environmental community action on the partnership territories.
  • Representatives of local communities (elected officials, territorial technicians) on the territories involved in the project

What does the ILE project contribute to ?

ILE contributes to helping each of said groups acquire the necessary tools and methods to boost their capacity to act and improve the modes of organisation and governance. It is through field experience, concrete and intercultural, that the partnerships between the local participants allow improving the processes of elaborating environmental policies, in particular in the south Mediterranean countries where the regulatory frameworks or standards governing the participation of citizens and the obligation to disclose information to the latter are indeed scarce.


The project ILE total budget is 1,194 million Euro and it is financed, for an amount of 1,03 million Euro by the European Union (ENPI CBC Mediterranean Sea Basin Programme) through the European Neighbourhood and Partnership Instrument.

The 2007-2013 ENPI CBC Mediterranean Sea Basin Programme is a multilateral Cross-Border Cooperation initiative funded by the European Neighbourhood and Partnership Instrument (ENPI). The Programme objective is to promote the sustainable and harmonious cooperation process at the Mediterranean Basin level by dealing with the common challenges and enhancing its endogenous potential. It finances cooperation projects as a contribution to the economic, social, environmental and cultural development of the Mediterranean region. The following 14 countries participate in the Programme: Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestine, Portugal, Spain, Syria (participation currently suspended), Tunisia. The Joint Managing Authority (JMA) is the Autonomous Region of Sardinia (Italy). Official Programme languages are Arabic, English and French www.enpicbcmed.eu.

On 2015 december 21st, at Hammamet during the Euro-Mediterranean Conference on Eco-Citizenship, the Non Governemental Organizations involved in the project ILE created the Network “ILE in the Mediterranean” by signing its Constitutive Charter.

2d Euro-Mediterranean Conference on Eco-citizenship

The second Euro-Mediterranean Conference on Eco-citizenship will take place on the 19th and 20th December 2015 in Hammamet, Tunisia. It will be hosted by our local partner, AERE-Hammamet and will mark not only the closing of the project ILE but also the official launching of the ILE network and will give opportunity for future cooperation in the field of eco-citizenship.

The 3d Training Workshop is postponed

Due to an important delay of the financial support of the ENPI program, the 3d Workshop of ILE scheduled in Gabes - Tunisia, has to be postponed. It will take place in December in Hammamet. We apologize for the inconvenience.
